PSM rating system doesn't work with decimal numbers so it may very well be 9.5 in their minds. But give the game a 10 and people will scream BIAS !!!

lol, this doesn't apply to videogames. In a movie you shoot what you think you'll need and if it turns out you don't need it you edit it out. Put it in deleted scenes on the dvd if you like.
In videogames you wright a design document and you stick with it. You most certainly don't go and model everything out, script everything, waste peoples time only to say at the end: "Lets start editing".
Not to mention a whole GAMES worth of content.
